Parking fees as a substitute for roadpricing in a dynamic model of traffic congestion
We consider the morning commute under bottleneck congestion. The maximally e¢ cient time varying toll can eliminate queueing, but may not be available. We consider a situation where travellers can be charged a parking fee at a time varying rate that applies from the time of passage of the facility. The optimal fee is zero until a certain time when the queue is diminishing.
If some travellers cannot be charged then they depart …rst. Within certain limits, inability to charge some travellers for parking does not reduce the potential welfare gain.
