Climate change mitigation in Southern Africa. Methodological development, regional implementation aspects, national mitigation analysis and institutional capacity building in Botswana, Tanzania, Zambia and Zimbabwe. Phase 1
With regard to the conclusions of the Intergovernmental Panel on Climate Change (IPCC) that emissions of greenhouse gases must be reduced, the UNEP Collaborating Centre on Energy and Environment located at Risoe National Laboratory (Roskilde (DK)) (UNEP: United Nations Environment Programme) is currently developing a set of common guidelines for national mitigation analysis.
The document concerns phase three of the analysis and gives a detailed overview of key issues and methodological approaches. Objectives are to develop a new methodological framework for regional abatement analysis built on the Centre's methods for national level analysis, to establish national capacity and emission limitation strategies in 3 countries not included in previous programmes, to undertake the first international study on the sub-regional level and to establish or improve the national capacity to comply with the requirements of the Framework Convention on Climate Change.
Here the countries dealt with are Botswana, Tanzania, Zambia and Zimbabwe, in southern Africa. (AB).
