Bæredygtig udvikling som målsætning for nordiske landes energisystemer
An investigation has been carried out on how criteria for sustainable development of energy systems can be integrated into energy models in the Nordic countries. Sustainability for an energy system can be characterized by the following elements: 1) How the ecosystem is influenced in the short and long term by: depletion of resources required for future energy production, industrial production etc. and a deterioration of the quality of the environment. 2) How the energy system affects the wealth of future generations with respect to: the stock of capital wealth and productive resources such as fuels and other raw materials and the quality of the ecosystem comprising system characteristics such as genetic variation, population levels of different species and more human specific environment goals. 3) National and international equity.
Methodological problems related to these criteria are discussed in relation to long-term energy forecasting and the use of environmental goals as restrictions in energy planning. Further, a concrete investigation is made of how environmental goals and the concept of sustainable development have been treated in recent energy action plans in the Nordic countries.
A preliminary calculation has been done of the environmental consequences in the form of reduced sulphur and nitrogen deposition associated with the emission reduction targets in the Nordic plans and these targets are combined with scenarious for emission abatement in some of the neighbouring countries around the Baltic Sea.
It is concluded that if a noticeable improvement in the environment in the Nordic countries in the form of less sulphur and nitrogen deposition is to be achieved, then it will be necessary to reduce emissions in the Nordic countries and in the neighbouring countries especially in Eastern Europe simultaneously.
