This report sets focus on the environmental planning and decision-making process as it takes place on a national level. Two examples of environmental planning of recent time have been the starting points for the report; the Danish Water Action Plan and the Dutch National Environmental Policy Plan. The processes are presented and analyzed.

The complicated political ratification processes in the plans were exposed to many questions. The various critique points are discussed and utilized as basis for identification of different types of uncertainty; technical; structural; socio-political. An alternative planning procedure has been proposed; the two level planning approach.

This procedure gives an overview of how a specific environmental problem can be identified and structured from the presentation of the problem until a strategy has been found for solving this. This report is the second part of the Ph.D. thesis on Environmental Planning and Uncertainty.
