An empirical case study of the transfer of GHG mitigation technologies from Annex 1 countries to Malaysia under the Kyoto Protocol’s Clean Development Mechanism (CDM)

This study assesses what role the CDM currently plays in relation to the transfer of GHG mitigation technologies from Annex 1 countries to non-Annex 1 countries. The study relies on multiple sources of qualitative data and is conducted as a case study of 13 CDM projects implemented in Malaysia. It focuses on the companies involved in the implementation of specific technologies in these projects and the channels that can facilitate the transfer process.

In addition, the institutional CDM project approval process in Malaysia is taken into account. An analytical framework is put forward based on which it can be concluded that the CDM only plays a role in one out of the 13 projects examined. The study may contribute to provide a background for adopting future provisions concerning technology transfer in the CDM or other initiatives involving GHG mitigation activities in non-Annex 1 countries.
