In order to maintain frequency (balancing) and voltage control in the future power system, the ELECTRA Web-of-Cells (WoC) control scheme introduces six high-level use cases, which are Balance Restoration Control (BRC), Frequency Containment Control (FCC), Inertia Response Power Control (IRPC), Balance Steering Control (BSC), Primary Voltage Control (PVC) and Post Primary Voltage Control (PPVC).

This document presents the detailed description of the core functions that are needed and sufficient for controlling the grid in a Web-of-Cells architecture.
